Currently the application is unable to list patients with no tags.

It is specified in the UG that it is possible to list patients with specific tags:

It is thus expected that patients with tags that hold no value (which are still tags as per my understanding of how the application runs since tags are always created alongside a patient, only that they are initialised to null if they are not specified) should be able to be listed. Such a listing may also be important for the requirements of such an application where patients with no tags meaning no hazards can be found.

The actual output when the command list t\ is entered is however an error message as such:

should not be able to search by empty tag: edit user guide to reflect this
