@bnjmnt4n happened to mention Tailwind in a conversation with me, which is a framework that provides low-level utility classes for building completely custom designs. This is in contrast with Bootstrap which provides ready-built elements that we currently use on some pages (e.g. buttons, carousel, dropdowns) and do not require any additional styling on our part.

Given that we would only be using a few of these special elements, and that we would want to head towards a direction where our website design looks more unique, it may be worthwhile to use Tailwind in place of Bootstrap. This would require a feasibility study before we port over the elements.

Closing as #135 supersedes. The current consensus is to test out Tailwind and eventually phase out Bootstrap components.
