Overview

Implement publish_contract API method in the explorer.
Consider separating ape-voyager into its own plugin

Specification

Use this feature: https://voyager.online/verify
except programmatically, the same way as done with ape-etherscan

Allow publish=True on deploy
Allow explorer.publish_contract() to work
