envs/dev.yml won't install when certain things are set in the .condarc file #7

When my .condarc file looked like this:

channels:
  - conda-forge
  - bioconda
  - defaults
channel_priority: strict

the environment wouldn't install. when i deleted .condarc, it installed again.
