container request: PennCNV

Dear dev community,

Would you consider building a container for PennCNV tool?
Briefly, it is a free software tool for Copy Number Variation (CNV) detection from SNP genotyping arrays, and can handle raw array data from both Illumina and Affymetrix platforms.

Hi,
you should first consider adding the Docker recipe yourself to the repository via a pull request :-)

if not familiar, you can use biocontainers.pro help pages and mostly use other containers examples.
