Mobile Section Backgrounds

Right now when I use an image for a section background it needs to be like 2000px wide for desktop. However an image that size on mobile isn't necessary and slows down page speed scores. We should consider adding another section background control - mobile background - that replaces the normal section background image on screen sizes like 480px and smaller. Would need to work with current and legacy controls (for IMH).

• This control shouldn't exist for sliders.
• Hover boxes are unaffected bc a section shouldn't be a hover box.
• Leave it off tabs bc that sounds like a nightmare, it's more for hero sections.
• Section backgrounds ONLY not every background control.
