更新“赛事风采”页面为可编辑 #318

将“赛事风采”页面由当前的html文件更新为在后台用ckeditor编辑，数据保存在数据库“info”表中

这个是历史遗留问题了，去年好像是突然要放这么个东西，然后来不及开发了，就直接把HTML拍上去了。这个应该好做的～
