On my Fedora 23, there is an error/warning message in the output of configure:
checking host system type... x86_64-unknown-linux-gnu sed: -e expression #1, char 0: no previous regular expression checking for pkg-config... /usr/bin/pkg-config
configure finished successfuly and libnetconf seems to be installed, however, I don'ŧ know if this causes something hidden which is bad...
