There should be an option within the settings page to add a password that can be used to lock others out of the settings page (unless, of course, they enter the correct password).

It doesn't need to be anything really secure or fancy, just needs to prevent scouts from screwing around with the settings mid-round. We could even store the password in plain-text in the config file tbh - it'd be enough to lock out most scouts from focusing on anything other than what they're supposed to be focusing on which is our only goal with this.
