Requirement

User should be prevented from uploading a feature with incomplete URL/label pairs (ie. label provided but no URL, and visa versa)

ex.
Label1: "Click here for more information"
URL1:

OR
Label2:
URL2: https://www1.nyc.gov/site/doh/index.page

This could be handled in FME.
