I think secondary and primary is the nature of the SOP and not how the role performs #21

Based on the DarMAERT plan on function they have primary SOP(s) and Secondary SOP(s). But based on the API primary and secondary is related to roles. Can we review this?

I think activities don't have a secondary or primary nature but roles do have a primary (leading) or secondary (supporting) nature (in this context referring to responsibility). For example if the activity is dead bodies management then the responsible roles assigned to it can either act as primary or secondary.
