starter kit samples are not yet https #8

The DC https://opendata.dc.gov web portal is now a https site. The starter kit sample Nearest Bike Share map we embed into the https://opendata.dc.gov/pages/connect-web-services no longer renders because it is http content.

Opendata.dc.gov requires embedded apps, using the iframe widget/card, to be https. I've updated the page to link-out to the samples.
