Autothrottle simulate flag

Would like to suggest an autothrottle simulate flag. Basically autothrottle would run all the logic except for actually applying the throttle values to ZK. It would log the throttle values it intends to apply. This would enable testing in production with minimum risk.

Not a bad idea, I actually ran it internally initially in a mode like this but never exposed it as a feature.
