Content is CC-BY-NC-SA and ECE³SAT's code should be MIT.

For the repo owner, I just saw this page that list todos https://github.com/ECE3SAT/ece3sat.github.io/community

That's actually from where I brought this list of files from. This issue is just a manner of centralising todos no matter which subject it is related to...
