Get a warning message accessibility flag showing up from the Biomarker and Data pages

Thanks for noticing @hoodriverheather. This is a new feature in Wagtail: a built-in accessibility scanner. It's a nice idea, however it's rather more strict than the Section 508 scan required by NCI. It would be a good idea to address this, however, if NCI makes their accessibility requirements more stringent some day. Right now, though I don't think it's that high a priority.
