The container with the bootstrapped Prefix installation provided by awesomebytes hasn't been updated in a while, and this leads to failures in our Github Action (when it's installing our package set). We should not depend on this anymore, and provide our own Prefix installation for testing in a container and/or CVMFS repo.

I've disabled the workflow; it can be re-enabled at https://github.com/EESSI/compatibility-layer/actions/workflows/install_compatibility_layer.yml.

We can try to run the entire playbook with a self-hosted runner.
