Shappie is starting to get disruptive. We should consider individual rate limits to prevent spamming. We want to encourage collabrative usage of Shappie, however, one individual can slide a channel many pages preventing dialogue between users.

Suggested limits:
5 messages per hour per user, across all limited channels. (Off-Topic included)
Consider channel specific rate limits, such as 1 message per hour in General
1 botspam channel where rate limits are not applied.
Specific privileged users who are using Shappie responsibly would not have rate limits applied. (Devs, community mgmt)

I think a hard limit shouldn't be the answer, it feels wrong, especially of shappie is participating in a good discussion

One thing I've seen work well in the past is to use threads but this also feels kind of wrong to me. Maybe after more than one interaction with the same person he'll fork off a thread or something? I think we should sit on this a little as Shappie himself is doing nothing wrong really and engagement is generally good. Since it's my API key we're currently, I've considered hard caps and just couldn't bring myself to do it.
