uvpspec objects store different redshifts as spectral windows (spws). We should have a dictionary property that maps spectral window to (average) redshift for each spectral window. Let's call it self.spw_redshift_dictionary.

This could be done with a function that uses the information in uvpspec instead of making a new dictionary.
