It's possible that someone may wish to upload an existing JSON file for a program (rather than working from one stored on the server). We may wish to support this in the future, though there is no immediate need for it. In this case we should validate the uploaded file through the JSON schema.

I propose that this flow would be presented at the time of the "New" or "Existing" buttons are shown in the setup flow. We would present a "Upload JSON" button that brings up a file upload widget.
