Set up new remote instance for development

Overview of the Feature Request

Request and collaborate in the creation of a remote instance for SPA development. This way, we do not use the beta instance (potentially in use by non-development users for SPA testing) for development testing. This instance can also be suitable for load testing, feature reviews in code reviews, etc.

We need to setup a new DNS for the instance.

Suggestions:

• spadev.dataverse.com
• uidev.dataverse.com

We need to setup github deployment action. Suggestions:

• dispatch workflow (manual deployment given a target branch, both for frontend and backend repos)
• commit / pr trigger (as we do now for commits on the dev branches, but for feature branches)
