Created users with specified roles cannot login #1

When we create the users with specified roles and try to log in with their credentials,the server breaks

Test sever

https://iplus3.openelis-global.org/openmrs/

Steps to reproduce

under system administration -> advanced administration -> manage users -> add user

Try to create a user with a provider account and a role for example doctor,nurse

After logout out the system and login with the credentials of the created user

added get concepts Privilege to the specified roles and the users are able to login
