utility script: add tags from supOrg code

This could either be a change to update_tags.py or a new utility script. I'd like a way to add a real, existing tag to a paper where the author profiles don't have that tag. Example: 10.1101/2024.10.21.619448. Gerry says FlyLight should be a tag, but none of the authors have FlyLight in their People profiles. Since the supOrg codes are easily findable on the DIS DB website, maybe something like this:

update_tags.py --doi 10.1101/2024.10.21.619448 --write --add_code 0934160

I don't really care how we do it, as long as it's simple enough for my successor.
