FYI: As I was updating to newer spack, I hit a very strange tangle with the radiuss spack config compilers for darwin.

I am on catalina and I ended up having to remove the monterey entry to build.

The issue occurred in uberenv, where we use a moral equivalent of SPACK_DISABLE_LOCAL_CONFIG.

Its not clear to me at all why the monterey entry causes an issue. I just followed bread crumbs to crawl back to a working state.
