Pre-compiled python binaries & python module test

At the end of the installation stage of the spheral virtual environment we need to add a script to import all desired python modules. This will check all modules were built correctly along with generating all of the python binaries for each module.

• Testing for the existence of all external python modules during the CMake configuration stage may be helpful to catch missing TPL dependencies earlier on in the build process.
