Permissions not working for alias

Describe your Environment

• Server Version: This server is running Paper version git-Paper-1329 (MC: 1.12.2) (Implementing API version 1.12.2-R0.1-SNAPSHOT)

Steps to Reproduce this Bug

1. Start Server with MassiveCore
2. Try to use /cmdurl
3. Negate the permission massivecore.cmdurl
4. Try to use /cmdurl
5. You can see, that it can still be used and this leads to a securtiy risk

Observed Results

Players shoudn't be allowed to use this command by default and the permission is not working.
This happens with all alias!

Expected Results

Permission and default should work.
