Add support for pneumatics logging

Pneumatics are still used in competition, and similarly to how one would log the Power Distribution module with AdvantageKit, having an equivalent for both the CTRE PCM and the REV PH would be beneficial for teams to have that extra telemetry for other critical systems on the robot.

The only difficulty in seeing how this would be implemented is how the Power Distribution modules are logged is there is a single HAL where the CTRE PCM and the REV PH are split into separate parts, making it fragmented in how this would be logged.
