Remove hard-coded HIDDEN_PARENT variable

A HIDDEN_PARENT variable is currently hard-coded inside profile views, and it is used to hide minesparent/astcousin relationships to first years during parrainage week.
It should only be modified twice a year, but nonetheless it would be best if this could be modified directly from the administration app, and not require a code change.
