应用场景：
订单表按商户ID分64个库，订单ID上有两位表示分库码：01-64。
在有些场景下，查询订单时只能拿到订单ID而没有商户ID。

问题：
怎么能优先使用商户ID路由，在没有商户ID的时候使用订单ID路由
