Implement Interpolated Events and State Calculators to Geometry Model

These calculators exist in the Blackbird geometry model and provide a way to interpolate geometric event and state information from pre-populated resources values. These could be useful to speed up scheduling if existing resource values are used instead of direct SPICE calls.
