Describe the bug

Sometimes the aerie ui will get into a state where there are scrollbars for the entire window that will not go away if you try to resize the browser window or zoom in/out.

Reproduction

If you have a plan open with the Activity Directives Table bottom pane and you resize that pane by dragging the top down to the bottom (effectively hiding it), the scrollbars appear.

To get rid of the scrollbars, drag the top of the table back up or toggle on/off that bottom pane from the View menu (circled below):
