Test whether the test account can execute a DAG in the Airflow of the Nucleus pipeline that runs in the dev account. If the test is successful, we can proceed to create a sub-project account

moving this to icebox for the time being. I believe we did an initial review of this and it is not possible. we plan to move forward with a more explicit tagging methodology.
