Per @richardchenca :

In the attachment, delete apxs.xml unless the following doesn't work:

% transform -f pds4-label APXS.LBL

The resulting apxs.xml includes

<lid_reference>urn:nasa:pds:investigation.mars.science.laboratory</lid_reference>

which is the wrong LID. I only started noticing this because validate now flags incorrect LIDs.
