Add a new utility for generating stream function and velocity potential

What new functionality do you need?

@KarinaAsmar-NOAA has been responsible for SFS product generation. She has been working on upgrading a CFS utility cfs_genpsiandchi.fd with grib2 I/O to generate stream function and velocity potential as SFS products. We would propose this enhanced utility can be added in the gfs-utils repository.

What are the requirements for the new functionality?

Ingest pgrb files in grib2.
