change main() so that it always calls wgrib2 as subroutine #234

The main() subroutine can process parameters and call the wgrib2 subprogram.

This will allow support for users calling wgrib2 as a subprogram without the command line utility.

This should turn on the ftn_api if Fortran is available.

Shared/static need to be supported.
