Update RGI source library #267

Update RGI source library: alter the description for the 10,000 documents that comprise the RGI source library on ResourceData.org to make their provenance clearer and provide a link to the RGI website.

For the RGI library, we would like the following text updates:

For the dataset page, to replace the following text: "Question 2.2a: Does the..."

New text:
"This document is part of the source library for NRGI's 2017 Resource Governance Index, a comprehensive measure of the quality of natural resource governance in 81 oil, gas and mineral-rich countries. To access the full dataset and all other index resources, visit resourcegovernanceindex.org."

For the resource page (no text currently):

"Source document for the 2017 Resource Governance Index (resourcegovernanceindex.org)"

In first text, "resourcegovernanceindex.org" hyperlinked to https://resourcegovernanceindex.org/.

I don't believe this will be possible in the second text.

I've done this in the templates for the dataset and the resource:

I had a thought regarding the link: it would be great to get tracking on this to see if it is getting clicked. We have tag manager enabled already, do you know how this can be implemented @deirdrelee @EricSoroos ?
