Experimenting with ffmpeg settings to optimize video encoding for screen captures

I am using ScreenToGif to capture "how-to" screen recordings for a PowerPoint presentation. For efficiency, I am embedding them as video clips instead of animated GIFs.

For ffmpeg video encoding, I am experimenting with the following options:

I noticed that the output file size does not change when I switch "Bitrate mode" between "Variable" and "Constant", or when I vary the "Quality level" value.

Perhaps this is because some ffmpeg options take precedence over other options? Is it possible to preview the ffmpeg command line that will be executed for the current encoding UI settings?
