bug Missing cells and wrong faces for some cells, ie. Cell [0]

Your Environment

• Library used: Topologic
• Host application and version (if any) Rhino 7 (7.0.20064.14095, 03/04/2020) and GH 1.0.0007
• Operating System and version (desktop or mobile): Windows 10, desktop

Context

I am trying to make CellComplex from Revit model with 52 Spaces
I mode Topology. Face then Cluster.ByTopologies then Cluster.SelfMerge then CellComplexByCells
Time: It took one hour as I was mapping new Faces within original Faces to pull data.
Memory around 10 GB RAM was used during the process

Expected Behavior

make CellComplect with 52 Cells

Current Behavior

CellComplect with 48 Cells and some got wrong faces., see Cell 0

Steps to Reproduce

1. Please find attached Input Faces as brep
   InputFaces.zip

2. Here are faces after CellComplex as brep
   CellComplexFaces.zip
