Install of module stops with error Element '<notebook>' cannot be found in parent view

To Reproduce

Affected versions: 14.0.1.3.1

Steps to reproduce the behavior:

1. Install dependencies modules like base_edi, edi_oca and all others
2. Install edi_webservice_oca
3. Stop with error:

Element '<notebook>' cannot be located in parent view

View name: edi.backend form
Error context:
 view: ir.ui.view(5679,)
 xmlid: edi_backend_view_form
 view.model: edi.backend
 view.parent: ir.ui.view(5658,)
 file: [path]\edi_webservice_oca\views\edi_backend.xml

Expected behavior
Install correctly

Using Odoo 14.0-20231205 (Community) on Windows
