support matlab proxy

Matlab is pushing us to start using the matlab proxy so we can use HTTP instead of VNC. This ticket is to update this application to use the matlab proxy and change this application to a basic bc template using HTTP instead of a vnc template.

Note this may take some effort from sci-apps so isn't necessarily doable at the time of writing without something from another group.
