Filter for changeset state (open / closed)

Brief Description

I'd like the filter to have an option to only show closed or open changesets.

What is the motivation / use case for this feature?

I'd like to hide open changesets because it is not possible to comment on them and their content might change in the future.

Other Information / context:

The filter would need to look for the "open=true/false" attribute in the changeset tag:
