Entity File Handling

It appears .entity file handling isn't implemented as specified in Mycroft docs

There is no mechanism here for entity tagging other than keeping a wordlist to increase confidence

intents with exact matches (entity in samples) should have higher conf than intent without entity in samples

eg

• when is winter - 1.0
• When is {time_season} - 0.85

Maybe just some tuning then for confidence adjustments. I think an entity not in examples should at best be a medium-confidence match, so the .entity file can be used to limit intent matches
