Should event.is_main_target() be true for all targets of multishot attack?

It appears that is_main_target() should be true only for one target, at least according to this quote in original youtd discord:

It was to stop putting stunner on like tree stump and being able to stun everything

Stunner = item which has an "on damage" ability which checks for is_main_target().
Tree Stump = tower which has a multishot.

I wasn't able to test it in original game, so sticking with this theory.
