Nearest Parent layout improvements

• When free to add to right of parent (not needing to be top or bottom), argue when there’s overlaps
• When shoving, sometimes an upstream dependency has already been shoved a couple times and could snap closer to it’s original position (close to it’s parent)

Rather than fixed rows, row assignments could be nudges to the neighboring tasks with some level of gravity. The graph could be more reactive to the surrounding content. Or forget this sentence all together.
