Allow users to configure the telemetry

We currently collect telemetry to know if the user accepts the code suggested by the Qiskit Code Assistant service in https://github.com/Qiskit/qiskit-code-assistant-vscode/blob/main/src/services/codeAssistant.ts#L184-L197

We need to have a way to disable the telemetry if the user doesn't want to provide it.

Describe the solution you'd like

We should have a setting that switch off the telemetry. By default the telemetry config will be set to true. We should add this config option into the https://docs.quantum.ibm.com/guides/qiskit-code-assistant documentation
