RADAR-Backend monitor chart additional values required

radar-backend (monitor)

Is your feature request related to a problem? Please describe.
The project to email mappings in the battery and disconnect monitor part of the config is not configurable through values.yml. Also, topics, timeout, alert_repetitions needs to be configurable.

Moreover there are 2 keys for source statistics - source_statistics and statistics_monitors. The incorrect one needs to be removed.

Describe the solution you'd like
Make changes to configmap and value.yml based on the above.
