[catalog-server] add ingress to catalog-server

The catalog-server is now only available inside the cluster. If it was also available to the internet, for example apps could read configuration directly from the catalog-server of the installed server, instead of relying on the RADAR-schemas repository. This makes the aRMT app more extensible: it can read topic configuration from the installation and the installation is then actually ensured to have the correct topics available.
