im tweaking over ice path

I am playing polished crystal on the delta emulator. EVERY walk through i watch for polished crystal there are three boulders; but only two appear in my cave and there is also supposed to be an NPC that teaches you a move (Icy Wind?) and shes not there…..am I missing a step? is my game broken? I am tweaking so hard over this. I beat the radio tower in Goldenrod, went to catch SWEET cune and now i’ve been stuck here for over a day because I cannot reach the platform. Am I just really dumb??? HALP
