PIP has dropped the support for Python 2.7 last month, so your PIP installation results in an error.

sudo install pip fixes that. But you will encounter other errors if use Debian 10 with latest upgrades.

I started a new branch: https://github.com/ReinerNippes/nextcloud/tree/nextcloud-reloaded but got stuck with CentOS support. That's why I didn't merge it into master. And it's not compatible with the playbook in master.
Using Debian or Ubuntu the new branch is the better choice since it's using Python3.
Anyhow python2 should be still supported by the distro maintainers. Try to uninstall python2 ;-) .
