According to https://seissol.readthedocs.io/en/v1.1.3/gpus.html, GemmForge is required for GPUs.
It would be convenient to install it within seissol-env instead of running a pip3 install --user git+https://github.com/SeisSol/gemmforge.git
seissol-env
pip3 install --user git+https://github.com/SeisSol/gemmforge.git
The pip version is still 0.0.202 (https://pypi.org/project/gemmforge/#history). Installing gemmforge via SPACK could help to install the last version which is 0.0.208.
