Some parts of our config that are enabled by default have a Disabled setting in the config file while others have an Enabled setting. We should be consistent about that.

@n8maninger any thoughts on that? hostd seems to be in a similar boat with both Disable and Enabled flags.
It might not be worth the update but if we want to do this, v2.0 is our chance.
